Two State
agencies are responsible for the classification of wastes in California: The Department of Health
Services (DOHS), and the State Water Resources Control Board, together with the nine Regional
Water Quality Control Boards. The DOHS basically classifies wastes as hazardous and non-
hazardous, while the Water Boards classify wastes as either designated or non -designated. The
classification of a contaminated soil will determine the appropriate WMU for disposal. The PHS
as the local enforcement agency (LEA) is responsible for enforcing compliance with CIWMB
requirements at the landfill.
7be following classes of waste can be accepted at the Forward Landfill, as indicated in the
• D' ••
r
non -hazardous solid waste, including• t soil below designa+
concentrations in Class 1 + •
hazardousnon-hazardous petroleum hydrocarbon soil in Class 11 WMU G and Class M
WMus
• DO1
.
designated wastes that are established to the satisfaction of the RWQCB to have
low potential fordegrading quality,l
0 sewage and water -treatment waste, in certain portions of Class M WMUs D al
• liquid and semi-solid wastes, in proposed Class H surface impoundment
WMU F hu'1 Se
30001
••,r r •.
Four types of contaminated soils have been derived from the list of waste above.
