AO,OqNVIR60NMFN7�4� <br />TECHNOLOGIES <br />4.0 CONTAMINATED SOIL ACCEPTANCE REQUIREMENTS <br />Forward will base the acceptability of chemical -contaminated soil on regulatory requirements <br />iand the type and treatability of the waste. Both the regulatory agencies' and Forward's <br />requirements for contaminated soil acceptance are outlined in the flowchart on Figure 1. <br />Incoming contaminated soil must first be chemically characterized and determined to meet both <br />the regulatory agencies' and Forward's requirements before acceptance at the landfill, as <br />described in Section 5.0. Accordingly, the first condition for acceptance is compliance with <br />the Forward Landfill Solid Waste Facility Permit (SWFP) that was issued by the Waste Board <br />as enforced by the LEA. After compliance with the SWFP, the next condition for acceptance <br />is that the contaminated soil must be non -hazardous, unless DOHS variance approval is available. <br />If the chemical acceptance criteria ifrcontaminated soil is already described in the WDR, <br />variance -certified or has RWQCBval, then Forward's self -implementing contaminated <br />soil acceptance program will be followed (described below in Acceptance Program 1 and shown <br />in Figure 1A). Alternatively, Acceptance Program 2 (shown in Figure 1B) will be used for a <br />case-by-case evaluation and approval of contaminated soil treatment or disposal by the regulatory <br />agencies. <br />F-1 <br />4.1 Acceptance Program 1: Self -Implementing Contaminated -Soil Acceptance Program <br />If the incomingcontaminated soil is not hazardous under Title 22 and is a I or II soil <br />� Type <br />such contaminated soil will be accepted by Forward Landfill under the self -implementing <br />program. Under this program, Forward Inc. can accept contaminated soils determined to be <br />classified as Types I or II soils without a case-by-case review and approval of the PHS and <br />RWQCB. <br />Acceptable Type I soils include metal -contaminated non -hazardous contaminated soils at <br />concentrations below those specified in the WDR, and petroleum -affected soils with TPH <br />concentrations at or below 100 ppm. - , _ <br />If the contaminated soil is a petroleum waste and is not suitable for direct disposal (Type II soil) <br />and either has < 1,000 ppm TPH; or if TPH are > 1,000 ppm and the contaminated soil is not <br />toxic by Section 66696(a)(4) and not flammable by Section 66702(a)(2) of Title 22, it will be <br />discharged to WMU G for treatment and subsequently disposed in a Class III WMU. <br />11 <br />7255 Saroni Drive •Ooklond,California,USA 94611 <br />TEL (415)339-1543- FAX (415)339-6775 <br />
