A04VENVIRONAUENTAL <br />TECHNOLOGIES <br />1.0 INTRODUCTION <br />The soil acceptance program described in this report represents both the self -implementing and <br />case-by-case program procedures of Forward, Inc. ("Forward") for accepting non -hazardous <br />chemical -contaminated soils for waste treatment, storage, and/or disposal at the Forward Landfill <br />facility in San Joaquin County, California. This report was prepared in response to an April 28, <br />1990 letter from the Public Health Services ("PHS") of San Joaquin County requesting additional <br />operating procedures for the processing of contaminated soil at the Forward Landfill. <br />PHS convened a meeting on June 12, 1990 with the following in attendance: Central Valley <br />Regional Water Quality Control Board ("RWQCB"), California Integrated Waste Management <br />Board ("CIWMB"), California State Department of Health Services ("DOHS"), Forward, and <br />their consultants, Moju Environmental Technologies ("Moju E.T. "). At the meeting, a <br />conceptual procedure was presented for acceptance of contaminated soil at the Forward Landfill. <br />The program presented in this report is based on the conceptual soil acceptance program <br />Ipresented at the June 12, 1990 meeting. <br />This updated soil acceptance program conforms to the current Waste Discharge Requirements <br />Order No.: 89-148 ("the WDR") for the landfill, issued by the RWQCB, the waste permit issued <br />by the CIWMB, and Title 22 regulations. The updated program primarily uses the historical <br />chemical data (if considered sufficient) concerning the contaminated soil to determine its <br />classification and soil type, hence the acceptability of the contaminated soil at the various Waste <br />Management Units ("WMUs") in the landfill for treatment, storage and disposal. Indicator fish <br />bioassays and, where applicable, biotreatability test data may also be considered to determine the <br />acceptability of contaminated soils at the Forward Landfill. <br />This report is organized into the following sections: <br />' • Section 2.0 provides the background data about the landfill site including the <br />P g � g <br />WMUs. <br />• Section 3.0 classifies soil into four eligible types and describes the two types of <br />1 acceptance programs for the landfill, and classifications of contaminated soil that <br />may be accepted at the landfill and their respective receiving WMUs. <br />• Section 4.0 describes both the regulatory agencies' and Forward's requirements <br />for soil acceptance at the landfill. <br />• Section 5.0 describes acceptance procedures for the self -implementing program, <br />including various soil acceptance pathways, available historical soil chemical data, <br />evaluation of the chemical composition of contaminated soils, and soil acceptance <br />decision procedures. <br />7255 Saroni Drive • Oakland,Colifornia, USA 94611 <br />TEL(415)339-1543• FAX(415)339-6775 <br />
