_ ENVIRONMENTAL <br /> TECNNOLOG/ES <br /> ' 3.0 SOM TYPES AND CLASSIFICATION <br /> The landfill is permitted by CIWMB as a Class II and III waste management facility. Two State <br /> ' agencies are responsible for the classification of wastes in California: The Department of Health <br /> Services (DOHS), and the State Water Resources Control Board, together with the nine Regional <br /> Water Quality Control Boards. The DOHS basically classifies wastes as hazardous and non- <br /> hazardous, while the Water Boards classify wastes as either designated or non-designated. The <br /> classification of a contaminated soil will determine the appropriate WMU for disposal. The PHS <br /> as the local enforcement agency (LEA) is responsible for enforcing compliance with CIWMB <br /> ' requirements at the landfill. <br /> The following classes of waste can be accepted at the Forward Landfill, as indicated in the <br /> ' RWQCB's WDR Order No.: 89-148: <br /> • non-hazardous solid waste, including contaminated soil below designated <br /> ' concentrations in Class III WMU D and H <br /> • non-hazardous petroleum hydrocarbon soil in Class II WMU G and Class III <br /> ' WMUS <br /> • hazardous waste with a variance from DOHS, in a Class II WMU � S <br /> • designated wastes that are established to the satisfaction of the RWQCB t0 have <br /> ' a low potential for degrading water quality, in a Class III WMU <br /> • sewage and water-treatment waste, in certain portions of Class III WMUs D and <br /> Alt( • liquid and semi-solid wastes,in proposed Class II surface impoundment <br /> s `( WMU F <br /> • shredder waste, in Class III WMUs D and H <br /> • wood and coal ash waste, in Class II WMU E <br /> ' • friable asbestos in Class III WMUs D and H. <br /> ' Four types of contaminated soils have been derived from the list of waste above.
