_ ENVIRO V74L
TECHNOLOGIES
' 3.1 Type I Soils: WDR-Approved Class III Disposal Soils
These are non-hazardous soils, as defined by Title 22 of CCR, and non-designated wastes, which
' contain below designated concentrations of chemicals in the soil. Designated levels have been
specified for metals, petroleum, and soils contaminated with polynuclear aromatic compounds
(FNAs) at the landfill.
' For metal-contaminated soils, the WDR specifies an extractable metal constituent below that
determined by the standard California State Waste Extraction Tests (WET) of Section 66700 of
rTitle 22, and a modified WET using deionized water in place of citrate buffer.
' In the WDR, aerated soils contaminated with petroleum hydrocarbons containing less than a
total petroleum hydrocarbon (TPH) concentration of 100 ppm can be accepted for disposal in
WMUs,Z,,e, D, or H (future).
w rti W- P-0
Based on discussions with DOHS, and subsequent concurrence by the RWQCB, Forward can,
in the interim, accept for disposal in the Class III WMUs contaminated soil containing less than
' 10 ppm of total PNAs.
' 3.2 Type H Soils: WDR-Approved Class R Treatment Soils
These are non-hazardous soils that may be designated waste, according to the designated waste
methodology, but have been listed as acceptable at the landfill by the RWQCB in WDR 89-148
or as a consent issue. An example of such waste is petroleum-affected soil containing below
hazardous levels, but above designated levels, of any of its constituents. Petroleum-affected soils
that are neither ignitable nor toxic are classified as non-hazardous, in accordance with Title 22.
Flammability tests (using EPA Method 1010) and fish bioassay tests (using California Fish and
Games' aquatic toxicity tests) can be conducted to determine whether such petroleum soils are
' non-hazardous.
Common types of petroleum products include gasoline, diesel, jet fuel, kerosene, motor oil,
' lubricating oil, and fuel oil. However, these petroleum hydrocarbon soils have to be verified
as non-hazardous and not containing hazardous compounds.
3.3 Type III Soils: Contaminant-Specific Class III Disposal Soils
' These are non-hazardous and non-designated waste that require the determination of contaminant-
specific designated levels by either RWQCB criteria or by Forward Landfill site-specific studies
' through leachability test and attenuation factor estimation. The determination of the designated
level for a specific type of contaminant for the WMUs at the Forward landfill will be in
accordance with the procedure specified in the guidance document titled "The Designated Level
6
7255 Soroni Drive-Oakland,California,USA 94611
TEL(415)339-1543-FAX(415)339-6775
