LOAD CHECKING PROGRAM <br />This report describes the load checking program for the <br />Forward Landfill. The load checking program was designed to <br />ensure that unacceptable wastes are not discharged to any <br />treatment or disposal waste management unit at the Forward <br />Landfill. No hazardous wastes, designated wastes, or wastes <br />exceeding moisture limitations are allowed to be discharged to <br />any Class III unit. No hazardous waste is to be discharged to <br />any Class II unit, with the exception of special approved wastes <br />such as asbestos and shredder wastes. <br />The Forward Landfill operates under Solid Waste Facility <br />Permit #39 -AA -015 issued by the San Joaquin County Public Health <br />Services, Environmental Health Division, Waste Discharge <br />Requirements Order #94-014, issued by the California Regional <br />Water Quality Control Board, Central Valley Region, and Use <br />Permit UP -91-12 issued by the San Joaquin County Community <br />Development Department. This load checking program ensures that <br />the waste acceptability requirements of these permits, and all <br />other applicable regulations, are followed. <br />WASTE CHARACTERIZATION FORM <br />A Waste Characterization Form (WCF) is the first step in the <br />Forward Landfill load checking program. The Appendix contains a <br />copy of the WCF which must be completed by all customers before <br />any waste is approved for disposal at the Forward Landfill. The <br />completed form provides information regarding the generator and <br />transporter of the waste, the waste stream identification, the <br />physical characteristics of the waste, the chemical composition <br />of the waste, and shipping information. A certification and <br />indemnification statement on the back of the form must be signed <br />by a qualified representative of the customer, and states that <br />the waste is not hazardous (except for asbestos) as defined by 40 <br />CFR Part 261 and the California Code of Regulations, Title 22. <br />The statement provides an agreement for the proper removal, at <br />the sole expense of the customer, of any portion of waste brought <br />to the Forward Landfill that is later determined to be <br />unacceptable. <br />Wastes determined to be designated or otherwise unacceptable <br />are not approved for disposal in the Class III areas.
