Forward Landfill
Load Checking Program
page 2
that have been granted a variance) are not approved for treatment
or disposal at the Landfill.
TRANSFER STATION
A highly visible sign stating that no hazardous waste is
accepted at the Forward Landfill Recycling Division is posted at
the Transfer Station entrance and at the trailer. Photographs of
these signs are included in the Appendix.
The majority of the commercial and industrial waste loads
(not including nonrecyclable wastes such as asbestos, ash, and
contaminated soil) are brought to the Forward Landfill Transfer
Station before the waste is disposed in the landfill. The loads
are spread out in the waste sorting building, and the entire
waste load is checked for recoverable materials and unacceptable
waste.
A load checking data sheet is filled out that describes the
contents of each load. Sample load checking data sheets are
included in the appendix. The sheet will include, the date,
hauler, transporter, source of the waste, and the Forward load
inspector's signature, and observation notes. The completed load
checking data sheets will be kept at the landfill.
Containerized Waste
If containerized hazardous materials or otherwise
unacceptable wastes are discovered in the load, the customer is
told that he must remove the materials from the recycling
division and arrange for the waste to be disposed at an
appropriate site. A load checking occurrence sheet will be filled
out to record the incident (see appendix).
If the vehicle has already left the site when the
unacceptable materials are found, they are moved to the hazardous
waste storage building for temporary storage and disposal within
90 -days. A description of the storage building is included in
this plan. The container is labeled with the customer's name and
the date and time of delivery. The customer is informed that he
must remove the materials and dispose of the waste at a site
licensed to accept the materials. The incident is recorded in a
load checking occurrence sheet. If the customer refuses to
handle the removal of the unacceptable waste, the Forward
Landfill will arrange for the proper disposal of the waste at
Forward's expense.
Revised 3/11/94
