Forward Landfill
Load Checking Program
page 4
shown in the Appendix.
All trucks check in at the trailer before proceeding to the
disposal or treatment areas. The driver presents the gate
attendant with all the appropriate paperwork as required by the
Environmental Impact Report for the Forward Landfill (LSA
Associates, Inc., 1993). The forms -are checked and signed by the
gate attendant, and the appropriate information regarding each
load is logged in the daily record. The driver is then allowed
to proceed to the treatment or disposal area for discharge of the
waste.
Every load is inspected at the disposal area by a Forward
Landfill employee. A load checking data sheet is filled out that
describes the contents of each load. Sample load checking data
sheets are included in the appendix. The sheet will include, the
date, hauler, transporter, source of the waste, and the Forward
load inspector's signature, and observation notes. The completed
load checking data sheets will be kept at the landfill.
Containerized Waste
If containerized hazardous materials or otherwise
unacceptable wastes are discovered in the load, the customer will
be told that he must remove the materials from the landfill and
arrange for the waste to be disposed of at an appropriate
facility. The load checking occurrence sheet is filled out to
record the rejection of the load.
If the vehicle has already left the site when the
containerized unacceptable materials are found, they are moved to
a hazardous waste storage locker for temporary storage and
disposal within 90 days. The container is labeled with the
customer's name and the date and time of delivery. The customer
is informed that he must remove the materials and dispose of the
waste at a site licensed to accept the materials. The incident
is recorded in a load checking occurrence sheet. If the customer
refuses to handle the removal of the unacceptable waste, the
Forward Landfill will arrange for the proper disposal of the
waste at Forward's expense.
Non -Containerized Waste
If hazardous materials are discovered that are not
containerized such that reloading of the waste onto the vehicle
Revised 3/11/94
