Forward Landfill <br />Load Checking Program <br />page 5 <br />is not possible, the area is marked off, and all employees <br />evacuate the spill area. The following agencies are notified of <br />the spill: <br />The Local Emergency Response Agency <br />Fire Jurisdiction <br />2) (209) 468-3969 The Local Administering Agency <br />San Joaquin County Office of Emergency <br />Services <br />3) (800) 852-7750 Governor's Office of Emergency Services <br />Warning Center <br />4) (209) 468-3420 San Joaquin County Public Health Services <br />Environmental Health Division <br />5) (916) 255-3618 Department of Toxic Substances Control <br />The appropriate emergency agency will handle the containment and <br />clean-up of the spill. The incident will be recorded on a load <br />checking occurrence sheet. <br />If the waste is not hazardous, but is otherwise <br />unacceptable, Forward will move the waste away from the working <br />area, contain or cover it, and mark the waste. The customer is <br />informed that he must remove the materials and dispose of the <br />waste at a site licensed to accept the materials. The incident <br />is recorded in a load checking occurrence sheet. If the customer <br />refuses to handle the removal of the unacceptable waste, the <br />Forward Landfill will arrange for the proper disposal of the <br />waste at Forward's expense. <br />TRAINING PROGRAM ON-SITE PERSONNEL <br />The load checking program is explained in detail to all site <br />personnel who are involved with inspection of the waste, <br />including the gate attendant, load inspectors, Recycling Division <br />workers, and equipment operators. <br />These employees will also attend the "Basic Hazardous Waste <br />Awareness Course" given by the San Joaquin County Office of <br />Emergency Services. The course emphasizes familiarity with <br />containers and labels typically used for hazardous wastes and <br />other hazardous materials. The course is repeated every six <br />months. All new employees will be enrolled to take the course at <br />the earliest available date after the beginning of their <br />Revised 3/11/94 <br />
