n
WASTE DISCHARGE REQUIREMENTS
FORWARD INCORPORATED
WASTE MANAGEMENT FACILITY
CLASS II LANDFILLS CLASS III LANDFILLS
CLASS II SURFACE IMPOUNDMENT
CLASS II LAND TREATMENT UNIT
CLOSURE OF CLASS I LANDFILL
SAN JOAQUIN COUNTY
separation equipment, glass and plastic recycling, and composting
facilities.
39. 'Nonhazardous solid waste' is currently being placed in WMU D at the rate
of 1,250 to 3,000 _cubic yards per day.
40. Asbestos will be discharged to WMU D and WMU H at the rate of 1,000 to
10,000 cubic yards per month.
41. Coal and wood ash is placed in WMU E at the rate of 3,000 to 8,000 cubic
yards per month.
42. 'Nonhazardous liquid wastes' other than leachate will be placed in WMU F
at approximately 16,000 gal/day.
43. The Discharger's current plans indicate that WMU D will be expanded in
three phases. WMU D will have an ultimate capacity of 5.4 million cubic
yards and will be filled by 2011.
44. WMU E has a design capacity of 520,000 cubic yards. The new eastern -most
pit has a capacity of 260,000 cubic yards and will be filled in four to
eight years. New pits will be constructed in WMU E once the first pit is
filled.
45. WMU F will have a surface area of approximately five acres.
46 Soil contaminated with less than hazardous levels of petroleum hydrocarbons
will be treated at WMU G. In addition, piles of contaminated soil awaiting
aeration will be stored at this WMU. The Discharger has operated a test
land treatment plot and demonstrated that the soil contaminated with less
than hazardous levels of petroleum hydrocarbons can be transformed to a
'nonhazardous solid waste' within the treatment zone. WMU G may be moved
to a new location on the facility as existing WMUs are expanded or as new
WMUs are built, as shown on Attachment D.
47. WMU H will have a capacity of 1.9 million cubic yards and will reach that
capacity by the year 2019.
