WASTE DISCHARGE REQUIREMENTS -9- <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />CLASS II LANDFILLS CLASS III LANDFILLS <br />CLASS II SURFACE IMPOUNDMENT <br />CLASS II LAND TREATMENT UNIT <br />CLOSURE OF CLASS I LANDFILL <br />SAN JOAQUIN COUNTY <br />DESIGN OF WASTE MANAGEMENT UNITS <br />Landfills <br />48. Due to the proposed receipt of sewage and water treatment sludges, the <br />Discharger proposes to line selected portions of WMU D and WMU H with 24 <br />inches of compacted clay material, overlain by a dendritic or blanket -type <br />LCRS. <br />Impoundments <br />49. The Discharger proposes to construct a liner system in accordance with <br />Subchapter 15, Section 2542, for WMU F. <br />CERTIFICATION <br />50. Jack E. McCollough, a certified engineering geologist, has certified in <br />the October 1987 Report of Waste Discharge that WMUs C, D, and E meet the <br />siting and construction requirements in Subchapter 15. These are new WMUs <br />constructed after the effective date of the revised Subchapter 15. <br />51. The State Department of Health Services has issued a Negative Declaration <br />for the closure of WMU A, which states that the project will have no <br />significant impacts to water quality. <br />52. The Board has reviewed the Negative Declaration and concurs that there will <br />be no significant impacts to water quality upon compliance with these WDRs. <br />53. The action to revise waste discharge requirements for this solid waste <br />disposal facility is exempt from the provisions of the California Environm- <br />ental Quality Act in accordance with Section 15301, Title 14, CCR. <br />OTHER LEGAL REFERENCES <br />54.
