C <br />GeoSyntec Consultants <br />2.2.2 Leachate Collection and Removal System <br />All of the landfill WMUs (except WMUs B, B -North, and C) have leachate <br />collection and removal systems (LCRSs). Table 2-6 summarizes the liner type and <br />LCRSs in the existing WMUs. To monitor the LCRSs, Forward conducts a leachate <br />monitoring and sampling program in compliance with the WDRs. The monitoring <br />results are included in the quarterly and annual reports submitted to the San Joaquin <br />County Public Health Services (the enforcement agency [EA]), DTSC, and the <br />RWQCB. The leachate monitoring program consists of daily inspections of the LCRS <br />sumps for the presence of leachate. WMU A is also inspected semiannually in <br />accordance with DHS and EPA post -closure permits. If leachate is present, the sumps <br />are pumped. Leachate samples are analyzed for the constituents and parameters listed <br />in Table 2-7. The leachate volumes from each WMUs in 1998 and 1999 are <br />summarized in Tables 2-8 and 2-9. <br />Leachate is currently pumped from the LCRS sumps to an onsite Class II <br />evaporation pond via a force main. The volume of leachate generated and requiring <br />treatment by evaporation will vary throughout the life of the landfill based on rainfall <br />patterns and surface water control features. Before landfill closure, Forward will install <br />pressure transducers on the sump pumps to facilitate automatic pumping. Fail-safe <br />equipment or operating procedures will be implemented to prevent overfilling of the <br />evaporation ponds. <br />The LCRSs are checked annually by running a camera down the sump riser pipe to <br />demonstrate operation in conformance with the WDRs. The results of these annual <br />inspections are reported to the RWQCB. <br />2.2.3 Landfill Gas Monitoring and Control <br />Landfill gas is currently monitored around the site with ten perimeter gas wells. <br />The location of the gas wells are shown on Figure 2-3. The wells are sampled on a <br />quarterly basis, and the results forwarded to the appropriate regulatory agencies. <br />Results from the last gas sampling round in 1998 are summarized in Table 2-10. <br />A landfill gas control system has not been installed on site.
