C
GeoSyntec Consultants
2.2 Current Monitoring and Control Systems
Title 27, CCR §21790(b)(4) a location map of the current monitoring and control
systems including: leachate control and drainage and erosion control systems as
required...; landfill gas monitoring and control systems as required...;
The location map is shown on Figure 2-3. The current environmental monitoring
plan for the Forward Landfill is summarized on Table 2-2. This table outlines the
monitoring activities performed by Forward and the schedule for each activity. The
landfill currently operates under Monitoring and Reporting Program Order No. 97-141,
issued by the RWQCB on 20 June 1997. Kleinfelder, Inc. of Sacramento, CA performs
the groundwater, vadose zone, and landfill gas monitoring activities. Forward is
responsible for all leachate monitoring activities.
2.2.1 Groundwater and Vadose Zone Monitoring System
Forward's groundwater monitoring program has been in operation since 1987.
There are currently 14 active monitoring wells or well pairs at the site. These wells are
MW -1, 1B, 2A, 2B, 3, 3B, 10, 13, 13B, 14, 14B, 15, 16, 17, 18, 19, 20, 21, and 22. The
well locations are shown on Figure 2-3. Some of the wells monitor more than one
WMU or area. The groundwater and vadose zone monitoring programs and sampling
frequencies are listed on Table 2-3. A summary of the construction details for each of
the currently active monitoring wells is provided on Table 2-4.
Lysimeters have been installed beneath each permanent sump at the landfill. The
currently active vadose zone monitoring system consists of the following eight
lysimeters below WMUs A, E, F, and D-93: LY -A, LY-ElB, LY-E2B, LY-E2A,
LY -1F, LY-D93A, LY-D93B, and LY -G1 [Kleinfelder, 1999]. A background
lysimeter is monitored in the south half of the site as well. The locations of the
currently sampled lysimeters are shown on Figure 2-3.
Fluid samples are analyzed for the constituents listed in Table 2-5. The results of
the groundwater and vadose zone analyses are sent to the appropriate agencies after
each quarterly sampling period.
I:WLLIED\FORWARD\CLOSUREPLAN\REPORT 2-2 99.11.30
