0 GeoSyntec Consultants
Some initial erosion, rilling, or rutting of the vegetative cover soils should be
expected in the first few wet seasons after the construction of the cover. In addition,
some sedimentation should be expected within the v -ditches, at the entrances to the
flared end sections, and within the drainage pipes. Repair of this potential erosion
damage or sediment build up will be addressed by Forward personnel under the
Post -Closure Maintenance Plan (see Section 4). While the organic layer will help
minimize rainfall induced erosion, erosion due to surficial flow will only be minimized
after the establishment of native grasses within the vegetative layer and v -ditches.
3.4.5 Landfill Gas Control
(E) Landfill gas monitoring and control measures pursuant to Article 6,
Subchapter 4, Chapter 3 (§20920 et seq.);
The current landfill gas monitoring and control activities (see Section 2.2) will
continue into the 30 -year, WMU B post -closure maintenance period. The monitoring
will also include periodic gas survey monitoring of remaining on-site structures
adjacent to the waste fill, such as subsurface vaults, manholes, buildings or sheds, and
other areas which may have a potential for gas build up. Results will be reported to
applicable regulatory agencies on a quarterly basis unless Forward receives written
authorization to discontinue gas monitoring.
SCS Engineers of Dublin, CA has reviewed applicable regulations and landfill gas
monitoring results to determine if a landfill gas collection and control system is
necessary for the WMU B closure. They found that the Forward landfill qualifies for a
5 -year deferral for a landfill gas control plan and installation. The need for a gas
collection system at the landfill will be re-evaluated in the summer of 2004. The
SCS Engineers' letter report is included in Appendix A.
3.4.6 Leachate Monitoring
(F) Leachate monitoring and control measures pursuant to §21160;
The current leachate monitoring and control activities (see Section 2.2) will
continue into the 30 -year, WMU B post -closure maintenance period. WMU B is
unlined and does not contain a leachate collection and removal system. Leachate
collected from the other on-site WMUs is currently pumped to a Class II leachate
J:\ALLIED\FORWARD\CLOSUREPLAN\REPORT 3-14 99.11.30
