GeoSyntec Consultants <br />1.1 Background <br />The Forward Landfill in San Joaquin County, California, is an existing solid waste <br />disposal and resource recovery facility owned and operated by Forward, Inc. (Forward). <br />The landfill and transfer station/resource recovery facility were permitted and opened in <br />1973. <br />Forward is currently placing non -hazardous, Class III waste over the unlined waste <br />management unit B (WMU B). This area has been temporarily inactive since the late - <br />1980's. Based on current waste streams, the proposed final grades should be reached by <br />the spring of 2001. In their letter dated 18 May 1999, the California Regional Water <br />Quality Control Board -Central Valley Region (RWQCB) agreed to allow waste <br />placement in the WMU B area. However, the RWQCB required that a revised grading <br />plan and partial final closure and post -closure maintenance plan be submitted. <br />GeoSyntec submitted a revised grading plan in the area of WMU B to the RWQCB on 5 <br />August 1999. <br />This partial final closure and post -closure maintenance plan for the WMU B area at <br />the Forward Landfill has been written to meet the requirements of Title 27, California <br />Code of Regulations (CCR), Sections 21769, 21770, 21800, and 21830, as well as Title <br />40, Part 258, Section 258.60 of the Code of Federal Regulations These regulatory <br />sections specify the required contents for a final partial closure and post -closure <br />maintenance plan. This report was prepared by Mr. B. Tom Boardman, P.E. of <br />GeoSyntec Consultants and Ms. Sangeeta Lewis, P.E. of Lewis Engineering. The <br />report was reviewed by Mr. Krzysztof S. Jesionek, P.E. of GeoSyntec, in conformance <br />with company review policy. <br />A preliminary closure and post -closure maintenance plan for the entire landfill has <br />been submitted and approved by the RWQCB, the California Integrated Waste <br />Management Board (CIWMB), and the San Joaquin County Public Health Services, <br />Environmental Health Division [CH2M HILL, 1994].
