GeoSyntec Consultants <br />1.2 Purpose <br />The purpose of a landfill final closure and post -closure maintenance plan, as <br />promulgated by the RWQCB, is outlined in §21769 of Title 27, CCR: <br />a) to provide, for review by the RWQCB, an accurate, detailed list and schedule <br />of all actions necessary to the close the Unit and to carry out post -closure <br />maintenance in accordance with all applicable SWRCB promulgated <br />requirements... <br />b) to provide, for review by the RWQCB, an accurate estimate of the cost of <br />achieving each action listed in the plan; and <br />c) upon the plan's being approved by the RWQCB, to provide an enforceable list <br />and schedule of actions necessary for providing water quality protection at the <br />Unit during the closure and post -closure maintenance periods <br />The purpose of a landfill final closure and post -closure maintenance plan, as <br />promulgated by the CIWMB, is outlined in §21770, of Title 27, CCR: <br />a) Identify the steps necessary to close a solid waste landfill at the point in its <br />active life when the extent and manner of operation would make the closure the <br />most expensive; <br />b) Propose a closure that minimizes the extent of postclosure maintenance <br />necessary while ensuring protection of human health and safety and the <br />environment, and <br />c) Provide a third party with specific tasks and cost estimates for the closure and <br />postclosure of a solid waste landfill in the event that a third party must assume <br />the responsibility for closure and/or postclosure maintenance. <br />1.3 Closure Design Objectives <br />The principal landfill closure design objective is to develop environmentally sound <br />and technically feasible systems that will meet or exceed applicable federal and state <br />J:WLLIED\FORWARD\CLOSUREPLAN\REPORT 1-2 99.11.30 <br />
