Surface water monitoring is currently performed in accordance with each sites' <br /> SWPPP and WDRs. For the existing Austin Road Landfill, samples are collected at <br /> two collection points on a quarterly basis from the North Branch and tested for <br /> total organic carbon, specific conductance, pH, total dissolved solids, and <br /> hardness. For the existing Forward Landfill surface water is sampled at the point it <br /> leaves the facility boundary, during the first storm of the rainy season that <br /> produces significant flows. The samples are tested for total organic carbon, <br /> specific conductance, pH, and total dissolved solids. <br /> 7.7 NUISANCE CONTROLS <br /> Landfill operations are conducted in a safe and sanitary manner adhering to:the <br /> site permit requirements. The Forward Landfill is located in a rural area <br /> surrounded by largely unpopulated agricultural land. Measures to control <br /> specific nuisances are described below. <br /> 7.7.1 LITTER <br /> Forward implements an ongoing litter collection program to minimize litter in <br /> areas surrounding the site. Landfill personnel regularly patrol the landfill <br /> perimeter and pick up litter blown `0� the working face. Additionally,,portable <br /> litter fences are placed downwind of the working face. Litter caught on the <br /> fences is removed daily or as necessary. ..AJI onTsite,onLainers:,.are coveared,.:tarps <br /> are placed over open truck loads, and the size of the active working face is <br /> minimized to reduce the potential for blowing litter. <br /> 7.7.2 VECTORS AND BIRDS <br /> Forward controls the emergence of vectors from waste by covering wastes with <br /> compacted soil and minimizing the work area over which refuse is spread. <br /> Rodents normally cannot survive because the compaction and covering of refuse <br /> with soil eliminates both habitat and food. Properly compacting and covering <br /> wastes at the end of each operating day also minimizes the potential for birds <br /> feeding at the site.
