It also concluded that the addition of daily project traffic volumes along <br /> Mariposa Road, Austin Road, and French Camp Road would not have a <br /> significant impact on the arterial circulation network. The permitted vehicle <br /> count for the existing Forward Landfill is 435 one-way trips per day. <br /> There is currently no permitted vehicle count for the existing Austin Road <br /> Landfill. The traffic-at the existing Austin Road Landfill has historically been <br /> comprised of ten-wheeled garbage trucks consisting of roll-offs, rear-loaders, and <br /> front-loaders. The typical weight for these types of vehicles is approximately 6.5- <br /> tons/loaded truck. Based on tl e currently permitted tonnage of 1,200 tons/day <br /> for the existing Austin Road Landfill, the vehicle count maybe estimated as <br /> 185 one-way vehicle trips/day. <br /> By combining operations of the,two landfills, traffic will be less,of.a nuisaace <br /> because trucks will be accessing only one entrance along Austin Road rather <br /> than two. The combined vehicle count"would allow 620 one-way"vehicle trips <br /> per day. Queing lanes are also provided within the site boundaries so that traffic <br /> does not back up onto Austin Road. <br /> 7.9 HAZARDOUS WASTE SCREENING PROGRAM <br /> The hazardous waste screening program for the site is conducted in accordance <br /> with the Load Checking Program for the Forward Landfill, (Forward, Inc., <br /> December 1992, Appendix K). The load checking program is designed to <br /> monitor that unacceptable waste are not discharged to any treatment or disposal <br /> WMU at the Forward Landfill. No hazardous wastes, designated wastes, or <br /> wastes exceeding moisture limitations are allowed to be discharged to any Class <br /> III WMU. No hazardous waste is to be discharged to any Class II WMU, with <br /> the exception of wastes granted a variance, such as ACM and automobile <br /> shredder wastes. The load checking program describes how waste loads are <br /> inspected for hazardous wastes, designated wastes, and other unacceptable <br /> wastes that cannot be discharged to any treatment or disposal WMU at the <br /> landfill. <br /> In general, the load checking program consists of four basic components: waste <br /> characterization and certification forms, load inspection, training of on-site <br /> personnel, and signage. <br /> Forward Landfill JTD 7-18 <br /> L:\Allied\2000.193\Reports\finaljtd:Sec-7.0:08/20/01 <br /> BRYAN A.STIRRAT 6 ASSOCIATES <br />
