Construction Management <br /> A construction management team will be on-site during the entire period of closure <br /> construction. The team will be under the direction of a Construction Manager, who <br /> will supervise construction of the various features included in the closure plan. The <br /> Construction Manager will coordinate the activities of the on-site contractor(s) and <br /> will provide liaison among Allied staff, the design engineers and the contractors. <br /> Other key staff may include a Site Engineer and Construction Inspector(s). A survey <br /> crew and a geotechnical CQA crew will be present, as required. <br /> Survey Control <br /> The survey control crew, under the direction of Allied, will be responsible for <br /> the surveyed location of the closure plan improvements and for record <br /> drawing information. They will be responsible for documenting that the <br /> various components of the cover conform to the grade and/or thickness <br /> requirements of the construction drawings and specifications. <br /> CQA for Final Cover Placement <br /> The construction specifications include a CQA Plan for final cover placement. <br /> A geotechnical CQA crew, working under the direction of a Geotechnical <br /> Engineer, will be on-site full-time during the placement of the final cover to <br /> monitor compliance with project requirements. The CQA personnel will have <br /> day-to-day responsibility to observe cover placement work and to test and <br /> evaluate whether the cover is constructed according to specifications. <br /> 1.5 Estimate of Closure Date <br /> The landfill will be closed incrementally as each stage reaches final grades (see <br /> Section 1.2). As discussed in Section 1.2, the first staged closure project was split <br /> into two separate construction stages (i.e. Stage IA and Stage 113) with Stap-e IA closed <br /> in 2006. It <br /> should be noted that the base liner construction "Phases" do not correspond to the <br /> Closure Stages. In addition, the actual closure dates for each stage will depend <br /> primarily on the amount of refuse received over time, although operational factors <br /> and/or design considerations may also increase or decrease available air space which <br /> can also affect an individual staged closure date. Therefore, subsequent staged <br /> closure dates were not prepared for Stages II through VIII. Two years prior to reaching <br /> final fill elevation for each stage, a partial final closure plan will be prepared and <br /> submitted for review and approval from those regulatory agencies having jurisdiction <br /> over the FL.
