foot thick foundation layer (one foot assumed to be in-place) composed of random
soil materials; a one foot thick low-permeability layers with a permeability of 1x10-6
cm/sec or less; and a two-foot vegetative layer of random soils. Engineered
alternative cover systems may be proposed to address specific engineering
requirements that arise in the course of preparing detailed designs for the individual
closure stages. The cost of constructing the final cover includes site preparation, site
grading, final cover placement and settlement monument installation.
1.8.2 Final Cover Construction Quality Assurance Monitoring and Testing
Costs for CQA include the final cover placement tests, inspections and reporting.
1.8.3 Drainage Control System
Costs for the drainage control system include the construction, removal and
replacement of inlet structures and down drains over a 24:7.8187.6-acre area.
Construction of the permanent drainage control system for the current fill area is
complete. As operations expand, the drainage control facilities for the upcoming fill
area are installed concurrent with liner construction as part of normal landfill
development. No costs for drainage construction, other than for final closure items
are included in the closure cost estimate.
1.8.4 Landscaping and Erosion Control
This category covers the cost of landscaping construction which includes soil
preparation and planting of vegetative materials.
1.8.5 Gas Control System
This category includes the cost of extension of the wells through the cover and
lateral piping system modification during placement of the final cover system.
1.8.6 Site Security
This category includes costs for required signage at closure of Stage VI or any
lesser portion of the site. The site is currently enclosed with a perimeter fence and
gates or has topographic constraints to prevent unauthorized access to the site
property.
1.8.7 Demolition
This category generally includes costs for dismantling and removal of on-site
structures (i.e., fee booths and landfill scales).
1.8.8 Gas Migration Monitoring System
This category assumes that all gas migration monitoring probes will be placed
9
Forward Landfill-PCPCMP Amendment
(Z:\PROJECTS\Allied Waste\JN81013 5 yr Review Plan\PCPCMP Amend 3 July 08\FinalCPRRevl.doc;
Amendment No.3:7/3/20 W-/— 88)
