2.0 EXISTING ENVIRONMENTAL CONTROL <br /> AND MONITORING SYSTEMS <br /> 2.1 LANDFILL GAS CONTROUMONITORING SYSTEM <br /> The Forward Landfill has two active landfill gas (LFG) extraction systems. <br /> The first system, installed at the former Austin Road Landfill, is utilized by <br /> Covanta Energy to operate an electrical generation plant located at the <br /> northwest corner of the site. The power plant utilizes enough LFG to produce <br /> up to 760 kilowatts per hour of electrical power. This energy is sold to Pacific <br /> Gas and Electric Company (PG&E) under a long-term agreement. The <br /> Covanta Energy System is comprised of approximately 30 vertical extraction <br /> wells, which actively collect gas from the waste prism, and headers and <br /> lateral piping to convey this extracted LFG to the generation facility. The <br /> second LFG extraction system encompasses the remainder of the site. This <br /> system consists of one hundred sixty-nine (169) vertical gas wells. LFG is <br /> collected through a perimeter 18-inch gas collection header with the LFG <br /> processed at the enclosed ground flare located in the northwest corner of the <br /> site. Figure 3 shows the current landfill gas control system. At a minimum, <br /> the system will incorporate the following equipment: <br /> • Enclosed ground flare facility and/or energy recovery facility <br /> • Vertical extraction wells <br /> • Horizontal gas collectors <br /> • Condensate management system components <br /> To date, approximately % of the perimeter header system loop has been <br /> completed around the site. The remainder of the loop will be completed as <br /> the landfill expands. <br /> The Forward Landfill has a landfill gas migration monitoring system consisting <br /> of perimeter gas monitoring probes.
