• Shut down any control system, such as the gas migration control or <br /> treatment systems, that have been damaged during an incident. <br /> • The operator will maintain a small stockpile of final cover material for <br /> those events, which may require immediate cover placement to minimize <br /> waste releases, to repair severe cracks, or to fill in large erosion gullies. <br /> The general types of equipment and materials that should be available for <br /> emergencies include a cellular phone, first aid kit, air supplies, fire <br /> extinguisher, final cover material, and sandbags. All action steps for the <br /> following emergency procedures, should be done in as short a time period as <br /> possible to prevent adverse health and safety affects to the public. <br /> 5.5 FIRE AND/OR EXPLOSIONS <br /> The following procedures will be followed during incidents of fire and/or <br /> explosions: <br /> • Contact the Manteca Fire Department, even if on-site capabilities are <br /> deemed adequate to extinguish fires or control future explosions. On-site <br /> landfill personnel will be instructed to follow the Fire Department's <br /> directions and give their full cooperation. <br /> • In the event of an off-site fire near the landfill, such as a brush fire, the <br /> operator will lend its personnel and equipment, if available, to the Fire <br /> Department to fight the fire. <br /> • Temporarily shut down the gas control system to avoid further chance of <br /> explosion. <br /> • The fire will be extinguished and the effects of the fire or explosion will be <br /> mitigated. <br /> 5.6 FLOOD <br /> If the site's existing stormwater diversion berms are inadequate in diverting <br /> flood waters away from the site, the following procedures will be followed: <br /> • Additional berms may be constructed in areas prone to flooding. <br /> • If additional berms are ineffective, the operator may cut a diversion <br /> channel to avoid inundation of the refuse cell. <br /> • Sandbags may be used in conjunction with berms or diversion channels. <br /> Forward Landfill FPCPCMP 5-3 <br /> Z:\PROJECTS\Allied Waste\Forward\Reference Files Prior JTD\June 05 Stage IA Partial FCPCMP\FL-sec 5.doc:6/16/2008 <br />
