Closure Stages <br /> Stage I was split into two separate construction stages with Stage IA closed in <br /> 2006. The 2005 Partial Final Closure Plan provides the detailed information on the <br /> purpose and design of the Stage IA area. Staged closure of the FL will be <br /> conducted throughout the development of the landfill. Currently, it is anticipated <br /> that the Stage IB elesure area will be closed in the near-term based on refuse <br /> inflow rates-2j906. Subsequent staged closure dates are subject to future refuse <br /> inflow rates. Subsequent Partial Final Closure Plans will be submitted two years <br /> prior to reaching final fill elevations for each stage based on the refuse inflow rates <br /> for the preceding closure stage. In addition, Construction Quality Assurance (CQA), <br /> including closure certification, will be completed for each closure stage to verify <br /> proper final closure construction. <br /> Stage I <br /> Stage I is a 90.2-acre area as shown on Figure 1. This area includes the final fill <br /> slopes on the northern and southern portions of the landfill from the edge of the <br /> base liner system up to an elevation of 150 feet above mean sea level (AMSL). The <br /> Stage I area was/will be closed in two parts (Stage IA and IB). Stage IA was closed <br /> in 2006 in response to actions requested by the Regional Water Quality Control <br /> Board Central Valley Region. A partial final closure plan reflecting the closure of <br /> the Stage IA area was submitted and approved by the regulatory agencies in 2005. <br /> The Stage IA area consisted of 30.2 acres, therefore, the remaining 60.0 acres will <br /> be closed as part of the Stage IB closure. The closure volume estimates are based <br /> on waste fill up to an elevation 150 feet AMSL down to the master plan base <br /> grades. As part of this project, the area will be cleared and grubbed, as necessary, <br /> and the closure improvements constructed (e.g., final cover, permanent drainage, <br /> landfill gas system modification, etc.). It is anticipated that#W-,-Sta a IB area will <br /> be closed in the near-term depending on actual <br /> refuse inflow rates experienced over time, site conditions, and capital expenditure <br /> timin . <br /> Calculations and assumptions in support of the Stage I Closure Area site life <br /> estimate are included as Attachment 1. <br /> Stage II <br /> Stage II is a 5.6-acre area as shown on Figure 2. This area includes the final fill <br /> slopes along the southern slopes of the northern portion of the landfill up to an <br /> elevation of 150 feet AMSL. The closure volume estimates are based on waste fill <br /> up to an elevation of 150 feet AMSL down to master plan base grades.
