Landfill <br />Page 8 <br />Muffling of equipment used on site shall be maintained to factory specifications. <br />10 Austin 1994 (H1.a) (similar), Austin 2000 (H1.a) <br />The proposed project must conform to the San Joaquin County Noise Standards contained in <br />the County's General Plan. The project sponsor shall be required to demonstrate compliance <br />with this performance standard. Work areas could be limited, work times close to the <br />residence could be rescheduled, noise barriers such as earth berms could be designed, and <br />noise monitoring shall be undertaken to demonstrate compliance in the event noise <br />complaints are received. <br />11 Austin 1994 (H1. b), Austin 2000 (H1. b) <br />If project -related noise levels measured at the property line of any residential use would <br />exceed an hourly average of 45 dBa during the nighttime or 55 dBa during the daytime, then <br />setbacks and a limitation on hours of operations shall be mandatory. As recommended in the <br />Forward, Inc. Landfill Use Permit Modifications, the option of a soundwall at 9690 Austin <br />Road shall be available to the resident. <br />D. AIR QUALITY/ODORS <br />12 (D.2) <br />Identified in This EIR: <br />The project sponsor shall mitigate any significant future ROG increase by developing <br />gas wells within the Forward Landfill sufficient to achieve a recovery rate of 100-200 <br />cfm of LFG from the Forward Landfill. The gas wells shall be integrated into the <br />consolidated facility collection/ disposal system. To maintain a less -than -significant <br />ROG increase from existing conditions, a small LFG collection system shall be <br />installed at the currently uncontrolled Forward Landfill before the total increased <br />fugitive LFG release rate from all sources reaches 150 cfm (equivalent to 10 tons of <br />ROG per year). <br />13 (DA) <br />Proposed as Part of the Project: <br />a. Water any excavation areas twice per day, <br />b. Water stockpile haul roads at least once per day, <br />c. Water the perimeter facility road once per day on any day that the road is used, <br />d. Limit on-site travel speed to speeds less than those that would cause visible dust <br />emissions behind the vehicle, <br />e. Prevent track -out of mud and dirt through the following measures: <br />1) Providing a paved interior road of at least 100 feet in length to allow mud <br />and dirt to drop off before exiting the site, <br />2) Removing dirt and mud from interior paved roads throughout the work- <br />day, <br />3) Removing any dirt deposition on Austin Road at the end of each work- <br />day. <br />f. Apply all-weather surfacing to any unpaved road segment that carries 50 or more <br />vehicle trips per day continuously for more than thirty (30) days, <br />g. Water unpaved equipment parking areas at least daily, <br />
