Best management practices shall be followed at all times during operation of the <br />grinder/ screener at the composting operation, and shall include assuring that <br />inputs to the grinder/ screener have a sufficient moisture content to prevent <br />generation of visible dust or particulate matter. <br />14 (D.5) <br />Proposed as Part of the Project: <br />Measures that reduce landfill traffic and operations impacts through the use of Best <br />Available Control Methods (BACMs) as defined by the San Joaquin Valley Unified <br />Air Pollution Control District (SJVUAPCD) shall be required to reduce this <br />cumulative impact. <br />15 Austin 1994 (G5. b), Austin 2000 (G5. b) <br />Excessively odorous wastes shall be mixed immediately with other landfill wastes, depending <br />on their nature and source. If diluting the intensity of odor is not sufficient, then the <br />operator shall immediately cover offensive materials as soon as they arrive at the landfill. <br />16 Austin 1994 (G5. c), Austin 2000 (G5.c) <br />The operator shall ensure that loading, unloading, and material handling activities are <br />carried out efficiently and without delays to avoid excessive odors. <br />17 Forward 1993 (D1) <br />Use water trucks and/or sprinkler systems to apply water a minimum of twice daily to <br />roadways and active faces of asbestos disposal areas to minimize airborne dust leaving the <br />site. It is recognized that a balance must be struck between maintaining sufficient moisture <br />for dust control and applying too much moisture such that the generation of excess leachate <br />occurs. The conditions of the active faces of a landfill, as well as the leachate generated, must <br />be monitored and professional judgment utilized at all times to keep these two factors in <br />balance. <br />18 Forward 1993 02) <br />Portions of the site that either have been filled to the extent allowed or are not expected to be <br />worked for extended periods (six months or longer) shall be sown with fast -germinating <br />drought -tolerant grass seed and watered until a cover of vegetation is established. <br />19 Austin 1994 (G1.b), Austin 2000 (G1.b) (similar) <br />The project sponsor shall seek to minimize the extent of area exposed to wind erosion. <br />Exposed surfaces, including stockpiles, shall be vegetated to the extent possible. <br />20 Austin 1994 (G1.c), Austin 2000 (G1.c) <br />Plan and phase construction and closure operations such that they do not take place <br />simultaneously on dry windy days. Schedule particularly dusty activities on separate days. <br />21 Austin 1994 (G1.d), Austin 2000 (G1.d) <br />Design the site filling plan to facilitate screening of the active face from the prevailing winds, <br />whenever possible, to minimize the amount of windblown dust released from the working <br />face. <br />
