Landfill Page 10 <br />22 Austin 1994 (G1.e), Austin 2000 (G1.e) <br />Haul trucks carrying easily airborne material shall be covered during transport and sprayed <br />with water prior to dumping if it is shown that this would reduce dust emissions during off- <br />loading activities within the landfill. <br />23 Austin 1994 (G1.fi, Austin 2000 (G1.f) <br />The landfill operator shall restrict truck and equipment travel over loose, uncompacted, <br />unpaved surfaces. <br />24 Forward 1993 (D5) <br />A particulate/meteorological monitoring station should be installed on the project site, <br />preferably near the site boundary with one of the closer residential receptors. This <br />monitoring station should be operational for a minimum of six months during the dry season <br />(April -September) before landfill activity begins to intensify as a result of project <br />implementation. Data should be collected daily during this baseline period, during the <br />landfill's transition to higher project -related activity levels, and during the landfill's peak <br />operational phases thereafter. If the more intensive landfill operations are found to increment <br />the 24-hour average of the annual average PM10 levels by more than 5 ug/m3 over baseline, <br />respectively, even with the implementation of all the above-mentioned dust controls, further <br />dust control measure and/or limits on the amount of waste received at the site may be <br />necessary to control PM10 impacts. <br />25 Forward 1993 (D6) <br />Forward, Inc. shall schedule regular deliveries of waste at the landfill to minimize queing and <br />idling. <br />26 Austin 1994 (G2.b), Austin 2000 (G2.b) <br />The idling of all internal combustion equipment shall be limited to ten minutes at any given <br />time. <br />27Austin 1994 (G2.a), Austin 2000 (G2.a) <br />All internal combustion engine driven equipment should be properly maintained and tuned <br />according to manufacturers specifications. <br />28 Forward 1993 08) <br />All VOC-contaminated soil which is not being treated shall be covered with six -mil non- <br />porous plastic. <br />29 Forward 1993 (D9) <br />If VOC emissions exceed APCD limits for open aeration, a VOC collection and removal <br />system shall be installed to minimize VOC emissions. <br />30 Forward 1993 010) <br />Any net increase in VOC emissions which remain after the installation of a <br />collection/removal system shall be offset to the degree required by SJVUAPCD Rule 220.1 <br />E.
