Consolidated Forward Inc. Landfill Page 1 <br /> 1.0 INTRODUCTION <br /> 1.1 BACKGROUND <br /> Assembly Bill 3180 became law in California in January 1,1989. This bill requires all <br /> public agencies to adopt monitoring or reporting programs when they approve projects <br /> subject to Environmental Impact Reports (EIRs) or Negative Declarations that identify <br /> significant impacts. The reporting or monitoring program must be adopted when a <br /> public agency makes its findings under the California Environmental Quality act <br /> (CEQA) so that the program can be made a condition of project approval in order to <br /> mitigate significant effects on the environment. The program must be designed to <br /> ensure compliance during project implementation to mitigate or avoid significant <br /> environmental effects. <br /> 1.2 PURPOSE <br /> This Monitoring and Reporting Program Checklist is designed to serve as a tool for the <br /> evaluation of project compliance with mitigation measures identified in the <br /> Environmental Impact Report for the Consolidated Forward Landfill Project and <br /> previous EIRs on the project site. This document will be used by San Joaquin County to <br /> verify inclusion of required project design features and ongoing mitigation measures. <br /> The Checklist serves as a summary so that public officials,the Applicant, and the public <br /> can easily determine which measures have been complied with. <br />
