WMU ART -03 May 2003 <br />Forward Landfill Project No. 021605.02 <br />1.0 INTRODUCTION <br />This report summarizes the construction quality assurance (CQA) services provided by <br />Vector Engineering, Inc. (Vector) during the construction of Waste Management Unit <br />(WMU) ART -03 at the Forward Landfill. The site is located at 9999 S. Austin Road in <br />Manteca, California. <br />WMU ART -03 overlies the interim final cover for the Existing Austin Road Landfill. This <br />interim final cover will serve as the base liner component of WMU ART -03, which was <br />completed and approved in November 2002. The phase of construction described <br />herein consisted of placement of an 8 -oz geotextile, overlain with a 6 -inch thick blanket <br />LCRS composed of granular drainage material, overlain with an additional 8 -oz <br />geotextile. In addition, 1 -ft protective operations layer was placed over the blanket <br />LCRS. WMU ART -03 is comprised of a plan area of 8 acres. <br />Vector conducted periodic site visits to the site in order to verify that the liner system <br />satisfies the requirements of the Federal regulations (40CFR 258, Subtitle D), California <br />regulations, the site permit requirements, and was constructed in accordance with the <br />construction drawings and specifications. <br />The purpose of this report was to document construction quality assurance monitoring, <br />to verify that proper construction techniques and procedures were used, and to confirm <br />that the cell was constructed in accordance with the project drawings and <br />specifications. The controlling document for this project is as follows: <br />"Design Report, Waste Management Unit (WMU) ART -03 at the Forward Landfill" <br />dated April 2003 by Lewis Engineering and Bryan A.Stirrat and Associates, Inc. <br />The following report contains a discussion of the construction activities observed and <br />tested by Vector as required by the CQA Plan.
