CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> DISCHARGE OF TREATED GROUNDWATER <br /> FORWARD LANDFILL <br /> FORWARD INC. AND ALLIED WASTE INDUSTRIES <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) <br /> finds: <br /> 1. Forward Inc. (hereafter Discharger) a subsidiary of Allied Waste Industries owns and <br /> operates Forward Landfill, a solid waste landfill about seven miles southeast of Stockton. T <br /> 2. The Discharger operated Forward Landfill since 1973. The adjacent Austin Road Sanitary E <br /> Landfill was owned by the City of Stockton and operated intermittently from 1954 to the <br /> present. In September 2000, the Discharger purchased the Austin Road Landfill. The <br /> operations at Forward Landfill and the old Austin Road Landfill are combined under a Waste <br /> Discharge Requirements Order No. . The combined landfill (hereafter Forward <br /> Landfill) is approximately 567 acres facility and includes both existing and future waste T <br /> management units, as shown in Attachment A, which is incorporated herein and made part of <br /> this Order. The facility is comprised of Assessor's Parcel Numbers (APN) 181-150-07, 181- <br /> 150-08, 181-150-09, 181-150-10, 201-060-01, 201-060-02, 201-060-03, and 201-060-05. A <br /> 3. The Discharger operates a groundwater extraction and treatment system as part of a <br /> Corrective Action Program. The groundwater treatment system designed to remove volatile <br /> organic compounds (VOCs) from groundwater. Treated groundwater is discharged into an <br /> infiltration pond north of the old Austin Road landfill waste management unit. Operation of 1 <br /> the infiltration pond is part of the plan to prevent migration of contaminated groundwater and <br /> accelerate the cleanup efforts at this site. These WDRs are concerned only with the discharge v <br /> of treated water to the infiltration pond. <br /> 4. The discharge from the treatment plant was previously to Littlejohns Creek and was regulated <br /> under WDR Order No. 98-121, NPDES No. CA0082911. Upon the implementation of <br /> discharge to the infiltration pond, Order No. 98-121 for discharge to surface water will be <br /> rescinded. These WDRs are being proposed because of the change in the disposal method for <br /> the treated water from surface water discharge regulated under NPDES requirements to a <br /> discharge to land. This revised Order prescribes requirements appropriate to the manner of <br /> discharge and revises the Monitoring and Reporting Program. <br /> 5. The polluted groundwater is extracted and then treaded by air stripping. The treated water <br /> will then be discharged to infiltration pond. The proposed wastewater treatment technology is <br />
