MONITORING AND REPORTING PROGRAM NO. -3- DISCHARGE OF TREATED GROUNDWATER FORWARD LANDFILL SAN JOAQUIN COUNTY 3. Point of Compliance The point of compliance is the effluent monitoring port. 4. Compliance Period. The compliance period is any period during which the treatment plant is operating and discharging treated water. If the Discharger finds that the concentration of one or more Constituents of Concern have exceeded the approved Concentration Limit(s), the Discharger shall cease discharge and perform whatever repairs and/or maintenance to the treatment system that may necessary to prevent further releases. REPORTING The Discharger shall report field and laboratory test results in quarterly monitoring reports. The Discharger shall submit the quarterly monitoring reports to the Board by 301h of the month after the end of the quarter, ie. lst Quarter by 30 April, 2°d Quarter by 30 July, 3rd Quarter by 30 October and 4th Quarter by 30 January. The Discharger shall arrange the data in tabular form so that the date, the constituents, the concentrations, and the units are readily discernible. A discussion of the monitoring results shall precede the tabular summaries. As required by the California Business and Professions Code Sections 6735, 7835, and 7835.1, all reports shall be prepared by a registered professional engineer or geologist (or their subordinate) and signed by the registered professional. Each quarterly report is to include the following information: (a) a discussion of the monitoring results and compliance with this MRP and the WDRs; (b) tabulated cumulative monitoring wastewater analytical data, and monthly average wastewater discharge rate in gallons per day; and (c) a copy of the laboratory analytical reports and chain of custody. The results of any monitoring done more frequently than required at the locations specified in the MRP shall also be reported to the Board.
