San Joaquin County Environmental Heath Department State Focused Inspection Report <br /> Forward Landfill <br /> SWIS#39-AA-0015 <br /> 4' <br /> Figure 2. Green material containing residentially-generated food material after plastic bag was removed. <br /> Forward Landfill representatives stated that they had not provided the sorting personnel with a Spanish language version <br /> of sorting procedures. <br /> At the ADC preparation(grinding)area, CIWMB staff identified several items that could have been residentially- <br /> generated food material, but due to their level of decomposition and incorporation into the green material,could not <br /> conclusively identify their origin. <br /> Based on our observations,CIWMB staff may confidently state that no effective processing to remove food material <br /> exists at this site and that,according to the ADC usage records supplied by Forward Landfill representatives, ADC <br /> containing food material has been applied to the site. This is a violation of this section. <br /> AREAS OF CONCERN: <br /> A. There were no areas of concern of Division 30, Public Resources Code. <br /> B. The inspection identified two areas of concern of Title 27,CCR,Division 2,Subdivision 1,Consolidated Regulations for <br /> Treatment, Storage, Processing,or Disposal of Solid Waste. <br /> 1. Section 20686—Beneficial Reuse. This section states Beneficial reuse of solid wastes at a solid N+aste landfill shall <br /> include, but not be limited to,the following: alternative daily cover,alternative intermediate cover. final cover <br /> foundation layer, liner operations layer, leachate and landfill gas collection system,construction fill,road base,wet <br /> weather operations pads and access roads,and soil amendments for erosion control and landscaping. Alternative daily <br /> cover reuse shall comply with the requirements of Section 20690. Alternative intermediate cover reuse shall comply with <br /> the requirements of Section 20700. Other beneficial reuse shall comply with the following requirements: <br /> (a) Beneficial reuse shall be restricted to those solid wastes appropriate for the specific use and in accordance with <br /> engineering, industry guidelines,or other standard practices specified in the Report of Disposal Site Information as <br /> required by Section 21600(b)(6). <br /> Page 5 of 6 Inspector <br />
