Description of the Project and the LEA's Determination
The Forward Inc. Landfill is a permit 567 -acre existing landfill site located at 9999 S. Austin Road,
Manteca. On December 22, 2008, the LEA received the propose amendment from the Forward Inc.
Landfill a Solid Waste Facility Permit (SWFP) application package to amend the RFI requesting that
Appendix L be amended. The application was accepted as complete on January 21, 2009. Appendix
L, the Preliminary Closure Post Closure Maintenance Plan (PCPCMP), was amended to include a
phased closure for the site. The information was initially submitted as part of a Partial Final Closure
for Stage IA. The staged closure plan was not made part of the PCPCMP until now. This was
discovered during the recent 5 year permit review. There are no other changes to S WPF under
consideration at this time.
The LEA finds that the proposed change is consistent with all applicable certified and/or adopted
CEQA documents, is consistent with State Minimum Standards, and does not conflict with the terms
and conditions in the current solid waste facilities permit. The LEA approved the amendment on
January 21, 2009.
Where a copy of the application can be reviewed
A copy of the approved application for the RFI Amendment is available for public review by
appointment in the LEA office located at 600 E. Main Street, Stockton, CA 95202.
LEA Contact Information
If you have any questions after reviewing the above information or would like to schedule an
appointment to review the RIF Amendment, please contact Robert McClellon at (209) 468-0332. You
may also email the LEA regarding this matter at in the LEA office located at rmcclellongsjcehd.com.
Appeals Process Information
For information on the appeals process to challenge the LEA's approval of the RFI Amendment, you
may contact Robert McClellon at (209) 468-0332.
