Department of Toxic Substances Control
Maureen F. Gorsen, Director
Linda S.Adams 1001 "1"Street Arnold Schwarzenegger
Secretary for P.O. Box 806 Governor
Environmental Protection Sacramento, California 95812-0806
L'J,
February 3, 2009 .
FE PH,
Forward, Inc./Allied Waste North America Ji ,iv.YlLsa, aolti7
1145 W. Charter Way tll i,SE 91 `1
Stockton, CA 95206 .
To Whom It May Concern:
The purpose of this letter is to inform landfill owners/operators potentially affected by
actions being considered by the Department of Toxic Substances Control (DTSC)
related to automobile shredder waste. DTSC is aware that many solid waste landfills in
California accept treated automobile shredder waste for disposal, and also use treated
automobile shredder waste as Alternative Daily Cover.
In letters to each facility dated September 29, 2008, DTSC informed the owner/operator
of each automobile shredding facility operating in the State that DTSC was considering
repealing the conditional authorization that these facilities have been operating under
since 1986. The conditional authorization allowed automobile shredders to treat their
waste onsite and to dispose of it as non-hazardous waste, under specified conditions.
Since that letter was issued, DTSC has granted a request by the automobile shredder
industry for more time to provide additional information that DTSC might consider before
it makes a final decision. DTSC now intends to render a final decision by March 30,
2009.
Because of the possible impacts of its decision on landfills that receive automobile
shredder waste, DTSC plans to inform you when it makes its final decision. If you have
any questions or require additional information regarding the actions DTSC is
considering, please feel free to contact me at (916) 445-5720.
Si ce ly,
9
F
Peter J.
