Main Street <br />Stockton, CA 95202-3029 <br />JUN 2 5 2009 <br />ENViR0NA1E'[vr HETH <br />PERM, TISERVIC_g <br />SUBJECT: Landfill Gas Plan for the Forward Landfill <br />Facility No. 39 -AA -0015 <br />Concurrence with LEA Approval <br />Dear Mr. Robert McClellon: <br />California Integrated Waste Management Board (CIWMB) staff has reviewed the <br />Revised Perimeter Landfill Gas Monitoring Plan for Forward Landfill (Plan) for the <br />subject facility, dated May 28, 2009. The CIWMB's Cleanup, Closure and Financial <br />Assurance Division has determined that the proposed Plan meets the requirements of <br />Title 27, California Code of Regulations (CCR), Sections 20920 through 20939 (see <br />attached Memorandum, dated June 15, 2009). The Plan is hereby concurred with. <br />ARN(ll 1) SCI IWARYLNb:(K;l:R <br />GOVFRNOR <br />On February 18, 2009, the revised gas monitoring and control regulations to extend the <br />deadline for compliance with 27 CCR 20921 became effective. The regulations require <br />operators to fully implement their approved Plan by October 18, 2009. <br />There are 25 gas monitoring wells located at the site to monitor for landfill gas. <br />However, due to the spacing greater than the maximum 1,000 feet between the wells, the <br />Plan proposes to install two additional wells, GP -26 and GP -27, in between GP-1/GP-25 <br />and GP-16/GP-17, respectively. The plan also proposes an alternate compliance <br />boundary in the southwest corner of the landfill. <br />Since additional gas monitoring wells are proposed to be installed, your next step is to <br />work with the operator to ensure that the additional monitoring wells are installed in <br />accordance with 27 CCR 20925(d). Please inform CIWMB staff of the proposed time <br />frame for installing the monitoring wells. A copy of the as-builts for each monitoring <br />well and the final monitoring well location drawing (if modifications had to be made in <br />the field at the time of drilling) shall be submitted to CIWMB when completed.
