PER�'AIT/SERVIGES <br /> 1145 West Charger Way <br /> Stockton, CA 95206 <br /> REVIEW OF DESIGN REPORT, WASTE MANAGEMENT UNIT FU-08, FORWARD <br /> LANDFILL, SAN JOAQUIN COUNTY <br /> Regional Water Board staff has reviewed the Design Report, Waste Management Unit FU-08, <br /> Forward Landfill, submitted on 15 April 2008. The report presents design drawings, <br /> engineering Gaiculations;specifications, clay acceptance program-and--construction-quality <br /> assurance procedures for a new waste management unit (WMU) for solid waste, WMU FU-08. <br /> WMU FU-08 northern portion will be constructed over the existing unlined Austin Road Landfill <br /> that will accept only Class III waste and the southern portion constructed over undisturbed <br /> ground that will accept Class 11 waste. The design report addresses the following issues: <br /> 1. The design includes base and final grades, liners, and leachate collection and removal <br /> systems; <br /> 2. The WMU is designed to control inundation, washout, erosion, and slope failure <br /> resulting from flooding caused by a 24-hour, 1,000 year storm; <br /> 3. Seismic hazard analysis indicates that the Forward Landfill site is not located within 200 <br /> feet of a Holocene fault and complies with the regulatory provisions regarding active <br /> faults; <br /> 4. Slope stability calculations to demonstrate that the design will withstand the Maximum <br /> Credible Earthquake without damaging the liners or the leachate or surface drainage <br /> control systems; <br /> 5. The south portion has a design similar to other Class 11 units constructed at Forward <br /> over the previous 7 years; <br /> 6. The north portion will be constructed over the existing interim cover of existing unlined <br /> and Austin Road Landfill unit. The design incorporates the existing 1-ft thick clay layer <br /> and vegetative layer as its low permeability component (interim cover) and adds a <br /> leachate collection and removal system (LCRS) and an operations layer; and <br /> 7. The design has a base liner, side slope liners and LCRS designed to conform to the <br /> requirements of Title 27, Subtitle D and the facility Waste Discharge Requirements. <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br />
