Kevin Basso 10 - 2 - 0 27 June 2008 <br /> The south portion liner consists of a 24 of compacted clay, overlain with a 60-mil, HDPE <br /> geomembrane, and 1-ft of gravel LCRS on the base. The north and south side-slope liners <br /> shall consist of a GCL, overlain by a 60-mil HDPE geomembrane, and a geocomposite <br /> drainage net. The base liner system complies with the Title 27 California Code of Regulations <br /> (CCR). The side-slope operations layer will be placed in 10-foot lifts as the unit fills to prevent <br /> damage to the side-slope liner. The side-slope liner is an engineered alternative that complies <br /> with the facilities waste discharge requirements. <br /> The following issues should be addressed in the final CQA report: <br /> 1. The Final Construction Quality Assurance Report for both waste management units <br /> must include sufficient information for RWQCB staff to determine that the units were <br /> constructed in general compliance with plans and with requirements. <br /> 2. Provide As-built drawings of the major components including the leachate collection <br /> system, pipe layout, top of subgrade, top of gravel, top of operations layer, sump <br /> connections and a map showing location of all CQA testing. <br /> 3. Copies of weekly construction reports should be FAXed to Regional Board staff each <br /> week. Daily, weekly and other construction reports and change orders should be <br /> documented in the final CQA report. <br /> Staff finds that the design plans and specifications comply with Title 27 CCR and the facility's <br /> waste discharge requirements.
