the type of cover material utilized the refuse-to-cover ratio can vary. The Forward
Landfill refuse-to-soil cover ratio (volume) is 4:1 (refuse to cover). This ratio is
generally accepted in the solid waste industry as an appropriate ratio for a properly
operated sanitary landfill (i.e., a sanitary landfill that does not receive violations for
inadequate cover). This ratio can be achieved with diligent adherence to
established operational procedures. However, Forward Inc. may also accept a
number of other materials which are used as alternative daily cover including, but
not limited to, construction and demolition waste, treated auto shredder residue, ash
and cement kiln dust, shredded tires, compost materials (off spec-delivered by
generator), processed green materials (PGM), and contaminated soils. The ratios
shown in the table below are based on a number of factors. These include the size
of working face required for safe and efficient operations (300 feet wide by 110 feet
deep, based on the number and type of vehicles) and the thickness requirements
specified in Section 20690 of Title 27.
Due to the use of these various materials and their ability to cover the received
waste, different refuse-to-cover ratios are applicable to meet performance
standards equivalent to that soil cover. For purposes of this JTD, the following
refuse-to-cover ratios were established:
Soil with Tars 6:1
Clean and Contaminated Soil (including Intermediate 4:1
Cover
Shredded Tires 12" thick 4.7:1
PGM 12" thick 4.7:1
Com ostable Material 12" thick 4.7:1
Treated Auto Shredder Residue (18" assumed - Title 3.1:1
27 requires an average compacted thickness less than
24"
C&D (Inert) Material (12" assumed - Title 27 requires 4.7:1
an average compacted thickness less than 18"
Ash and Cement Kiln Dust 12" thick 4.7:1
NOTE: Thickness shown above are consistent with Title 27, Section 20690
Forward Landfill JTD 4-11
J:\Allied\Forward\TD Amendment\March 2006 JTD-LEA Resp\ITD\JTD Sec 4 Rev.doc:
05/24/02;Amendment No. 1: 5/22/2006
