0 <br /> Predominately, Forward Inc. utilizes soil (both clean and contaminated), PGM <br /> and TASK. Volume calculations performed to estimate the above ratios for <br /> materials, other than soil, are included in Appendix C-1. As neted in Seetien <br /> 4.3.1, diseussiens with the LEA resulted in the Based on field testing <br /> of other ADC materials it was determined that ash and cement kiln dust are <br /> believed to have similar properties to PGM, and that C&D material is believed to <br /> have properties similar to treated auto shredder residue. No field testing of the <br /> ash and cement kiln dust material was performed due to the small quantities <br /> received at this site. <br /> However, based on the refuse to cover ratios listed above, Forward Inc. will use <br /> an effective refuse-to-cover ratio of 4:1 for purposes of calculating the landfill's <br /> remaining capacity and site life. In addition, the remaining waste capacity and <br /> site life are reviewed annually by Forward Inc. and are required to be updated in <br /> accordance with 27 CCR, Section 21640, in conjunction with a review of the <br /> solid waste facilities permit every five years. <br /> 4.6 SITE CAPACITY <br /> As previously discussed, the disposal area footprint consists of approximately <br /> 387.8 acres. The total site capacity is based on the difference between the <br /> estimated subgrade excavation and the final disposal area contours. The total <br /> remaining airspace for the Forward Landfill, as of jantar-y-May 2006, is 29.38 30.03 <br /> million cubic yards (mcy) (date of last aerial survey was February 2005). Appendix <br /> C presents information regarding air space, final, intermediate and daily cover <br /> requirements and remaining refuse capacity. The remaining site life is based on a <br /> refuse to soil volume ratio of 4:1 and a refuse density of 1,740 pounds per cy (or <br /> 0.87 tons per cubic yard). This refuse density results from a calculation using (1) <br /> the September 15, 1999 aerial topographic map of Forward Landfill, (2) the <br /> October 6, 2000 aerial topographic map of Forward Landfill, and (3) the total tons <br /> of refuse placed in the landfill between the dates of the two aerial topographic <br /> maps. Forward's consultants compare the two aerial topographic maps to <br /> estimate the volume of fill (refuse and cover soil) placed during the period <br /> between the two aerials. This volume was divided by the total tons of refuse <br /> placed in the landfill over the same period. This (0.87 tons per cubic yard) is the <br /> lowest in-place density calculated in this manner for Forward Landfill, since 1999. <br /> In addition, it is important to note that this calculation produces a conservative <br /> Forward Landfill JTD 4-12 <br /> J:\Allied\Forward\)TD Amendment\March 2006 JTD-LEA Resp\)TD\JTD Sec 4 Rev.doc: <br /> 05/24/02;Amendment No. 1: 5/22/2006 <br />
