(i.e., low) in-place density because the volume of fill placed is not reduced to
account for cover soil. The tons of refuse are divided into the total volume of
airspace filled, which includes cover soils. If the volume of cover soils were
subtracted from the volume of fill placed, the calculated in-place density of refuse
would increase (i.e., the same number of tons were placed in fewer cubic yards of
airspace), which would result in a longer estimated site life. The site capacity
calculations reflecting this information are included in Appendix C.
4.7 SITE LIFE PROJECTION
4.7.1 SITE LIFE CALCULATIONS
In order to calculate the site life for the Forward Landfill, the following criteria
was utilized.
• Remaining Site Capacity (with liner, daily,
intermediate and final cover) 3&83 ,29.38 mcy
• Refuse to Cover Ratio 4:1
• In-Place Density 1,740 lbs/cy
Based on the above criteria and utilizing a inflow rate of 32,506 tons/week with
a 2 percent annual growth rate and a maximum weekly permitted refuse inflow
rate of 46,080 tons/week, the Forward Landfill will have a projected site life of
approximately_11 years (as of Januap-May 2006). Based on these calculations
(see Table 8), operations at the Forward Landfill could extend to April 2017.
4.7.2 FACTORS AFFECTING SITE CAPACITY
Many factors can affect the ultimate site capacity of a given landfill including
variations in waste type, compaction rates, the use of alternative daily covers and
the annual tonnage delivered to the landfill. The actual daily tonnage at the
Forward Landfill depends greatly on the economy. Sinee a geed Majeriley, A
portion of the waste accepted at the Forward Landfill will-be-is
construction/demolition type wastes., the infleky will be The actual amount of
C&D waste is dependent on how much of that type of work is occurring in the
area. The tonnage will also vary as the contracts with clients fluctuate and
specialty markets change.
