The area will be inspected to make sure that refuse is completely covered. Soil will be used for any areas beyond the limits of the tarp. Removal of the Synthetic Tarp. At the start of each operating day, the cover will be inspected for signs of damage that might have occurred during the night. Any damage or excessive wear will be reported to the Site Manager and appropriate repairs made in accordance with the manufacturer's specifications and procedures. Tires, sandbags, and/or other items used to secure the material will be removed and stored nearby for later use at the end of the day. If soil is used to secure the edges, it will be carefully removed to prevent damage to the cover. Laborers will be instructed to take care when removing the fabric so as not to remove any waste material with the tarp. If the synthetic tarp ADC shows extreme wear or is damaged beyond repair, it will be disposed of, and a new stock of material used. Shredded Tires: Shredded tires accepted at the site for ADC have a particle size restriction such that fifty percent by volume is smaller than 6-inches in length and the maximum size is 12-inches in length. Shredded tires are delivered directly to the working face and stockpiled to the side. If more material comes in than is required for the day, the material is stockpiled within the waste management unit and used, as needed. The shredded tires are evenly spread over the active face in an approximately 6-inch lift using a dozer. If there is precipitation or a local forecast with greater than 40 percent chance of precipitation within 8 hours of ADC application time in the vicinity of the landfill, an approximately 2-inch layer of soil is spread over the shredded tires such that no voids are left exposed. Ash and Cement Kiln Dust: Ash and cement kiln dust, that meets the requirements of 27 CCR Section 20690, are delivered directly to the working face and stockpiled to the side.
