The existing Austin Road Landfill is currently under a Corrective Action Plan <br /> (CAP) for groundwater contamination by volatile organic compounds (VOCs). <br /> To comply with the CAP, a groundwater extraction and treatment system has <br /> been installed to mitigate detected chlorinated hydrocarbon in the first <br /> encountered groundwater beneath the existing Austin Road Landfill. <br /> All site surface water that has not come in contact with waste is directed to the <br /> sedimentation ponds. Three sedimentation ponds are located on the site. Two <br /> are located at the existing Forward Landfill, on either side of the South Branch in <br /> the southwest corner of the site. The third sedimentation pond is located <br /> directly west of the existing Austin Road Landfill. Water collected in the <br /> sedimentation ponds is sampled in accordance with the site's Stormwater <br /> Pollution Prevention Plan (SWPPP) before it is discharged to the North or South <br /> Branches. <br /> 4.2 PERMITTED WASTE STREAM <br /> Permitted wastes that may be currently discharged at the Forward Landfill are <br /> listed below. Several of these wastes are also approved as alternative daily covers <br /> (ADCs). <br /> 1. Nonhazardous solid wastes and inert wastes, defined by Title 27, CCR, <br /> Sections 20220 and 20230 as nonhazardous and nondesignated wastes that <br /> do not contain soluble pollutants that could be released in excess of water <br /> quality objectives or could cause degradation of waters. <br /> 2. Designated wastes (also referred to as "Class II Wastes") defined by Title 27, <br /> CCR, Section 20164 as nonhazardous wastes that contain pollutants that <br /> could be released in excess of water quality objectives or could cause <br /> degradation of waters, or hazardous wastes which have been granted a <br /> variance by the DTSC to be disposed in a Class II unit. <br /> 3. Wastes that meet the Class II and III criteria for waste disposal as specified in <br /> the WDRs issued by the CVRWQCB for the site. <br /> 4.
