Ms. Christina Carbajal <br /> February 15, 2006 <br /> Page 4 <br /> Results of monthly testing and adjusting of LFG extraction wells performed on January 12, 23 and <br /> 31, 2006(see Table 3) indicate that several extraction wells exhibited an overpull and/or underpull <br /> condition. These conditions are necessary to maintain operational criteria (e.g. maintain a <br /> minimum 1400 degrees Fahrenheit flare exit gas temperature) at the BFS and to help <br /> maintain/decrease methane gas concentrations at perimeter monitoring probes to below the LEL. <br /> SCS will continue to monitor and adjust all LFG extraction wells to minimize the amount of <br /> overpull while maintaining operational criteria. <br /> Finally, during this reporting period, temperatures at LFG extraction wells were monitored and <br /> observed to range from 49 to 75 degrees Fahrenheit (see Table 3). These temperatures are <br /> considered to be in the low to normal range for anaerobic decomposition. SCS will continue to <br /> test LFG temperatures at each extraction well on a monthly basis in order to develop a database. <br /> This additional information should provide a better understanding of subsurface conditions at the <br /> site. <br /> LFG Collection System <br /> Visual observation of the LFG collection system is conducted twice per month. During these <br /> visits, observations are made to ensure no pipe breakages have occurred and condensate drain <br /> sumps remain functional. Minor repairs are completed as required. <br /> On January 21, 2006, SCS performed monitoring of all accessible LFG condensate sumps defined <br /> as CSA-2 through 7 and CSF-14 through 19 and recorded the liquid level control pump cycle <br /> counters. During this reporting period, Condensate Sump Nos. CSA-1 and CSF-8 through 13 were <br /> inaccessible due to inclement weather/excessive mud. SCS will resume monitoring these locations <br /> as site conditions improve. <br /> In addition, during pervious reporting periods, SCS observed and repaired several slight air supply <br /> and/or liquid leaks at several LFG condensate sumps. As requested by the Client, SCS has <br /> prepared a proposal dated August 5, 2004, and recommends that the existing air and <br /> condensate connections be modified to decrease the potential for future separations/air leaks. <br /> Also, as directed by the client, SCS performed flow readings from the Austin Road and Forward <br /> LFG collection systems (see Table 3). <br /> Finally, SCS routinely conducts a pressure drop survey (i.e., measurement of main pipeline <br /> pressure at various points throughout the LFG collection system). The results of this survey <br /> indicated that no major restrictions within the LFG collection system currently exist and all <br /> accessible extraction wells are receiving adequate vacuum. <br />
