Ms: Christina Carbajal <br /> February 15, 2006 <br /> Page 5 <br /> LFG Blower/Flare Station (BFS) <br /> Visual observations and testing of the LFG BFS was conducted on January 5, 12, 21, 23 and 31, <br /> 2006. During these visits, operating parameters are monitored and mechanical and electrical <br /> components are checked for workability. Throughout the reporting period, the BFS was set to <br /> operate continuously. BFS data is shown in Table 4. SCS understands the BFS operated as <br /> programmed throughout the reporting period with the exception of the following scheduled <br /> shutdown: <br /> • On January 12, 2006, SCS shutdown the BFS to switch operation of the blowers, clean <br /> the flare flame scanner components and perform maintenance to the BFS Air <br /> Compressor. Upon completion of this work, the BFS was restarted and normal <br /> operation verified. <br /> On January 5, 2006, SCS performed monthly BFS Condensate Storage Tank Carbon Vent VOC <br /> breakthrough testing. Photo Ionization Detector (PID)results indicated that no VOC's were <br /> detected at the inlet and outlet of the carbon vent. <br /> In addition, as previously reported, SCS observed several areas of paint on the upper portion of <br /> the flare stack, which have begun to discolor and/or flake off the exterior surface. SCS will <br /> continue to inspect these areas and make further recommendations as necessary. <br /> Finally, during the reporting period, the flare exit gas temperature was observed to remain above <br /> the SJVUAPCD 1400 degree Fahrenheit prescribed operating criteria. The lowest flare exit gas <br /> temperature observed by SCS during our site visits was approximately 1596 degrees Fahrenheit. <br /> All other operating parameters remained within acceptable operating limits. <br /> Site Surface Observation <br /> Visual observation of the landfill surface along the extent of the extraction system is also <br /> performed on a monthly basis. Observations for erosion, surface cracks (that might allow LFG to <br /> escape or promote air intrusion) and settlement around wells, laterals and main pipelines are <br /> conducted. <br /> During this reporting period, no settlement that might adversely impact(e.g., allow condensate <br /> accumulation such that a complete blockage could occur) the LFG collection system operation <br /> was observed, with the exception of the previously mentioned area of flooding on the Austin <br /> section side of the landfill. <br />
