Forward conducted the test for green waste several years ago and documented the results in a December 20 2002 letter to Ms. Donna Herafn, Director, afA-San Joaquin County Environmental Health Division. Forward conducted the test for treated auto shredder residue in December 2005. This ITD amendment documents the results of that test. Sections 4.5 and 6.4.6 discusses the thickness of the various types of ADC reflected in the above maximum limits. To estimate the maximum limit of contaminated soil shown above Forward assumed that contaminated soil was required for both cover(daily and intermediate) and operations layer construction on the same day. Although there are many beneficial uses for contaminated soil in addition to these two, assuming that all of these needs existed on the same day was not considered realistic. To estimate the maximum limit for contaminated soils shown above Forward used the ratio of refuse to cover soil shown in Sections 4.5 and 6.4.7, and the invoiced quantities of operations layer constructed during 2004 and 2005 cell construction. In addition, contaminated soils diverted from disposal for beneficial reuse are divided into 2 categories. Contaminated soils may be either Limited Reuse Soils, or Unlimited Reuse Soils. Limited Reuse Soils are soils that are both(1) "contaminated soils," based on LEA Clean Soil Levels for Inorganics and(2) Class II Wastes or Designated Wastes), based on criteria established by the Regional Water Quality Control Board (RWOCB).Unlimited Reuse Soils are "contaminated soils" based only on the LEA Clean Soil Levels for Inorganics, but are not Class II Wastes, as determined by the RWQCB. Limited Reuse Soils must be used within a lined Class If landfill cell. Unlimited Reuse Soils may be used anywhere and do not require containment within a lined landfill cell. 4.3.2 TRAFFIC LIMITATIONS Forward will maintain records of incoming loads and vehicle counts and will limit deliveries of wastes for disposal and other materials for beneficial reuse to a total of 620 trips/day and to the maximum inflow rates described above. It should be noted that delivery of waste and other materials varies on a daily basis. Therefore, on days when less waste is received the site can accept more loads of the beneficial reuse materials.
