In addition to Forward's inspections, the San Joaquin County Environmental Health
Department(CEHD)performed inspections at the facility on January 30,February 23,
and March 14, 2007. The following table summarizes the Standard Observations and
Responses submitted by the CEHD for the first quarter 2007 monitoring period.
Completed inspection forms are presented in Appendix A.
Date Observation Response
January 30,2007 GP-11 and GP-12 at the Forward Unit Forward is currently installing
measured over 5 percent methane by volume,a additional gas extraction wells
violation of§20919.5 CCR Title 27. and continues to make repairs to
existing gas extraction wells(see
section 1.5).
February 23,2007 GP-11 and GP-12 at the Forward Unit Forward is currently installing
measured over 5 percent methane by volume,a additional gas extraction wells
violation of§20919.5 CCR Title 27. and continues to make repairs to
existing gas extraction wells(see
section 1.5).
March 14,2007 GP-11 at the Forward Unit measured over 5 Forward is currently installing
percent methane by volume,a violation of additional gas extraction wells
§20919.5 CCR Title 27. and continues to make repairs to
existing gas extraction wells(see
section 1.5).
1.4 SOLID WASTE MONITORING
According to the Forward Landfill Operations Manager,Forward Landfill received a total
of 317,359 tons of solid waste during the first quarter 2007 (Appendix A). Figure 1-2
shows the approximate location of waste placement during the first quarter 2007
monitoring period. The following types of waste were received:
Non-hazardous solid waste—312,423 tons
Asbestos- 1,172 tons
Sewage and wastewater treatment sludge—3,764 tons
1.5 LANDFILL GAS MONITORING
During the January and February 2007 inspections, the CEHD measured methane at
concentrations exceeding the regulatory limit of 5 percent in perimeter soil-pore gas
probes GP-11 and GP-12. However, during the March inspection only soil-pore gas
probe GP-11 exceeded the regulatory limit, suggesting an improvement in landfill gas in
the vicinity of probe GP-12. In response to elevated methane concentrations measured in
these probes, and in accordance with California Code of Regulations Title 27, Section
20937, Forward continues to install additional landfill gas extraction wells (as needed),
and makes regular adjustments to the landfill gas extraction system to optimize efficiency
of the landfill gas extraction system. Furthermore, in accordance with CCR Title 27,
Section 20937(a)(1),methane monitors are installed in all buildings at the site to protect
M0007 004"arwardAustin w07.doc
3 Geologic Associates
