day-to-day responsibility to observe cover placement work and to test and
evaluate whether the cover is constructed according to specifications.
1.5 Estimate of Closure Date
The landfill will be closed incrementally as each stage reaches final grades (see
Section 1.2). As discussed in Section 1.2, the first staged closure project was split
into two separate construction stages (i.e., Stage IA and Stage IB) with Stage IA closed
in 2006. It should be noted that the base liner construction "Phases" do not
correspond to the Closure Stages. In addition, the actual closure dates for each stage
will depend primarily on the amount of refuse received over time, although operational
factors and/or design considerations may also increase or decrease available air
space which can also affect an individual staged closure date. Therefore, subsequent
staged closure dates were not prepared for Stages II through VIII. Two years prior to
reaching final fill elevation for each stage, a partial final closure plan will be prepared
and submitted for review and approval from those regulatory agencies having
jurisdiction over the FL. The overall site closure date is 2017. Stage VIII for the FL
closure will be implemented at that time.
1.6 Site Security
The FL is secured with perimeter fencing and locking gates. The FL is not open to
the public so access to the staged closure areas will be limited to site personnel.
The only foot, vehicle and/or equipment that will be allowed within the staged
(partial) closure areas will be for post-closure monitoring and maintenance.
1.7 Post Closure End Use
The post closure end use for the FL, which includes all staged closure areas, is non-
irrigated open space. As the staged closure areas are completed, native vegetation
will be planted which will provide erosion control.
1.8 Closure Cost Estimate
In order to establish the basis for the proper level of funding for a landfill to be
closed in increments over its active life, a closure sequence or staging plan must be
prepared. Then, in order to meet 27 CCR requirements, the cost estimate must be
based on the maximum extent or area of the landfill that would ever require
closure. Since the FL is proposed to be closed in six stages, the basis of the
closure cost estimate is the largest area requiring closure over the life of the landfill
which, based on Table 1, is 187.6 acres. The active fill area will be maintained to
an area equal to or less than this coverage area. As shown on Table 1, the
maximum closure area will decrease over time. Therefore, the closure cost
estimate can be reduced once Stage I is completed and again after Stage VII is
completed.
7
Forward Landfill-PCPCMP Amendment
(Z:\PROJECTS\Allied Waste\JN81013 5 yr Review Plan\PCPCMP Amend 3 July 08\Clos Amend 3 Final.doc;
Amendment No.3:7/1/2008)
