<br /> See Attachment No.1 for labor and equipment rates per hour utilized in the development of Post-Closure Cost Estimate. The material
<br /> unit prices from Table 3 were utilized to develop material costs for Items 6,7,and 10. Quantities were based on assumptions made by
<br /> SWT Engineering based on our experience with other landfills. Labor and rates were obtained from the State of California Industrial
<br /> Relations;prevailing wage schedule pursuant to California Labor Code Part 7,Chapter 1,Article 2,Sections 1770,1773,and 1773.1.
<br /> Equipment rental rates were obtained from the CalTrans Labor Surcharge and Equipment Rental Rates effective April 1,2007 through
<br /> March 31,2008. SWT was also provided current invoices/costs for all environmental services currently being conducted by Forward
<br /> Landfill for the period of January 2007 through January 2008 for consideration and use in developing this post-closure cost estimate.
<br /> (1)Cost assumptions for system maintenance/repair include labor(Sr.Engineering Technician),a pick-up truck,gas meter,tools,
<br /> miscellaneous items,Backhoe(CAT 4468)and materials to replace up to 4 collection wells per year to average depth of 150 feet.
<br /> Cost assumption for system monitoring/testing includes labor(Sr.Engineering Technician),gas meter,sampling materials,pick-up
<br /> truck,flare source testing,laboratory,management by Sr.Engineer(based on a review of current rates for professional consulting
<br /> firms)and reporting per regulations.
<br /> (2)Cost assumption for system maintenance/repair includes labor(Sr.Engineering Technician)equipment(pick-up truck,tools,
<br /> pump,etc.)and replacement of one monitoring well every two years based on the following:$8,700 for similar well 50-feet deep
<br /> including permit at$500 and geologging at$2,000.
<br /> Cost assumptions for system monitoring includes labor(Sr.Engineering Technician),pick-up truck,sampling equipment,laboratory,
