Daily temperature measurements shall be measured for pathogen reduction as follows: <br /> • Windrow composting processes shall be monitored 12 to 24 inches below <br /> the pile surface. <br /> • Aerated static pile composting processes (if proposed in the future) shall <br /> be monitored 12 to 18 inches from the point where the insulation cover <br /> meets the active compost. <br /> One temperature reading will be taken per every 150 feet of Windrow, or faction thereof, <br /> or for every 200 cubic yards of active compost, or fraction thereof. Records detailing <br /> pathogen reduction methods will be maintained as discussed in Section 7.6. <br /> Biosolids. If biosolids are composted, monitoring for metals, pathogen density, and active <br /> compost temperatures will be performed at the frequency listed in the Table 2.5. <br /> Table 2.5 <br /> Frequency of Compost Product Monitoring <br /> Amount of Biosolids Compost Feedstock(metric <br /> tons per 365-day period) Frequency <br /> Greater than zero but fewer than 290 Annually <br /> Equal to or greater than 290 but fewer than 1,500 Quarterly <br /> Equal to or greater than 1,500 but fewer than Bimonthly <br /> 15,000 <br /> Equal to or greater than 15,000 Monthly <br /> To meet the requirements of 14 CCR, Sections 17868.2 and 17868.3 (see 17868.1 <br /> (a)(1)), at least one composite sample shall be analyzed for every 5,000 cubic yards of <br /> compost produced. <br /> Green Materials. If more than 5,000 cubic yards of green materials and agricultural <br /> plant materials are in the feedstock or active compost at any one time, the final <br /> product will be analyzed for maximum metal concentrations and pesticide residues, <br /> according to U.S. EPA methodology 8270. <br /> Mixed Solid Waste. The operator of a mixed solid waste composting facility shall <br /> comply with the applicable environmental health standards as follows: <br /> • At least one composite sample shall be tested for every 5,000 cubic <br /> yards of mixed solid waste compost provided. <br /> • The samples will be analyzed for maximum metal concentrations <br /> and pathogen reduction requirements. <br /> • The moisture and oxygen content of active compost will be measured <br /> on a weekly basis at the point of temperature measurement. <br /> 40 <br /> Forward Composting Facility RCSI <br /> 7/20/09;Page 25 SWT Engineering <br />
