2.3 Composting Site Improvements <br /> 2.3.1 Identification Signs <br /> Describe locations where signs are to be posted. Also describe information to be <br /> included on signs. The signs, must be posted at all points of access and contain the name <br /> of the operator and any other information required by the local land use authority. <br /> In accordance with 14 CCR, Section 17867(a)(7), signs are posted at the RRF/Compost <br /> Facility entrance stating that hazardous wastes, medical wastes, cannery wastes, and dead <br /> animals are prohibited from being accepted at the facility. Other signs identify the name of <br /> the facility, operator of the site, hours of operation, and telephone numbers. A schedule of <br /> charges for accepting compostable material will be posted along with a list of the <br /> general types of materials accepted and not accepted. In addition, signs are posted at the <br /> office trailer stating the site hours, site and company telephone numbers (including <br /> emergency contact phone numbers), rules and regulations for all drivers, the site speed <br /> limit (10 miles per hour), and that all loads must be covered. <br /> 2.3.2 Entry Signs <br /> If the facility is open to the public, describe the posting location and information provided <br /> on entry signs. At a minimum, signs should contain the following information: schedule of <br /> charges, hours of operation, and a listing of general types of materials which either <br /> will be accepted or will not be accepted. <br /> The entry signs are the same as the identification signs described in Section 2.3.1. <br /> 2.3.3 Facility Security <br /> Describe provisions for an adequate perimeter barrier designed to discourage <br /> unauthorized entry. If water or topography create natural barriers, an artificial barrier is <br /> not required. <br /> The entire perimeter of the site (including the RRF/Compost Facility) is fenced, including <br /> the South Fork easement to prevent unauthorized access. Signs prohibiting unauthorized <br /> access have been posted on the fence along the levee adjacent to the South Fork and <br /> Austin Road at approximately 300-foot intervals. All site entrances have gates that are <br /> locked when the site is not in operation. Access through the landfill and RRF/Compost <br /> Facility entrances is controlled by the office trailer attendants. The eastern side of the site <br /> (Austin Road) is landscaped with trees and the RRF/Compost Facility has a 5-foot high <br /> earthen berm on the southern and eastern sides to limit the site visibility from the road. <br /> The equipment maintenance area and storage yard at the landfill is fenced and is locked <br /> when the site is closed. In addition, the site has night security when the site is closed. <br /> 2.3.4 Roads <br /> Describe construction and procedures for ensuring that roads and driveways are <br /> constructed of reasonably smooth surfaces designed to minimize the generation of dust <br /> and the tracking of material onto adjacent paved public roads.
