During the previous day's <br /> operation,the operator had.used combinations of soil,tarps, and treated auto shredder waste as cover and <br /> alternative daily cover over the compacted refuse. The LEA observed the application of the tarps before they <br /> were removed and stated that the application was fairly good. The compaction of the refuse, after,the tarps <br /> were removed,was good. Daily disposal operation was in the area of FU-08, a recently lined area. The work <br /> deck was fairly clean at the start of the operation. Traffic control personnel assumed their positions and <br /> landfill operations started at 6:12 a.m. <br /> Over-all, site conditions were good at the time of the inspection- There was a minimal amount of material at <br /> the green waste receipt and processing area. Pile temperatures are monitored and recorded. All access and <br /> internal roads were in good condition. All fill slopes and decks were also in good condition. The LEA <br /> directed the'operator to correct a ponding condition that we observed on the deck of FU-06 area. Site <br /> conditions were free of windblown litter and the operator also had available litter control fences that can be <br /> used, if they were needed. There was no dust generation at the time of the inspection but water truck was <br /> available for dust control, as necessary. <br /> Board staff and the LEA reviewed the disposal site and municipal solid waste landfill unit records. The <br /> required records were in place,as approved by the LEA. Review of the 2008 quarterly landfill perimeter <br /> boundary gas migration monitoring probes indicated that methane levels in the probes were non-detect and/or <br /> otherwise, less than the required Iiii�it of 5%. The LEA directed the operator to increase the frequency of the <br /> material load check to at minimi quarterly and to record the materials removed. <br /> IAN 2. <br /> B-= <br />
